Snowmobile safety enforcement grants 2024 - 2025

Program Purpose:

The 2023 Minnesota Legislature opens in a new browser tab provided $315,000 to the Minnesota Department of Natural Resources (MNDNR) to fund the Snowmobile Safety Enforcement (SSE) Grant Program during the 2022 and 2023 fiscal years, 07/01/2023-06/30/2024 and 07/01/2024-06/30/2025 respectively. Funding is to be used by counties to assist the state in snowmobile safety enforcement activities, including training local staff, holding snowmobile safety classes, and field enforcement activities.

Who May Apply:

  • All Minnesota County Sheriff Offices (Grantee).

Requirements:

  • Application deadline: August 18, 2023
  • Thereafter, final allocations are made and distributed for each fiscal year.
  • Grant contracts are written for the two-year biennium, encumbered, and signed.
  • Reimbursement of grant contracts is made in two separate fiscal years.  Grantees submit a ‘Payment Request Form’ with required additional documentation. Expenses must fall within the respective time frame to be eligible.
    • 07/01/2023-06/30/2024, and
    • 07/01/2024-06/30/2025.
  • Grantee has up to one year after the grant year to submit payment requests for reimbursement.
  • Grantee is required to track and provide proof of expenditure for all expenses incurred.
  • Grantee will provide a copy of their Integrated-Payment-System-Report along with invoices for purchases with a total cost over $5,000, and an example officer log are required for payment.

What is the formula?

The formula used to provide financial assistance to counties is based upon:

  1. Public snowmobile trail and right of way riding miles within a county;
  2. Number of snowmobiles registered to residents living within a county
  3. Number of snowmobiles primarily used within a county,
  4. County population;
  5. Accident statistics within each county;
  6. County participation funding is divided equally among participating counties.
